Beluga whales and dolphins belong to cetaceans, so they have similarities, but they are not the same creature after all, they are still different in many ways:

After doing experiments, the researchers found that the IQ of belugas is equivalent to about three years of human age, while the IQ of dolphins is equivalent to six or seven years of human age.
