Chinese betta fish are cold-resistant and can spend the winter safely without heating rods in winter. If it is maintained indoors with heating, the difference between room temperature and water temperature is not big, so it is not necessary to maintain the heating rod normally as usual. If it is maintained indoors without heating, and there is a big difference between the indoor temperature and the water temperature, you can buy a heating rod to adjust the water temperature in a suitable state, and ensure sufficient oxygen in the tank, and then feed it normally.
